Why limit it to an economy?

You can say it for nations.

I suppose I meant to just flat-out replace economy with nation.

Unoccupied housing doesn't equate to safe, livable housing.

I think it's important to note that many of these vacant housing statistic is not really well stated. For example, are these unoccupied homes where homeless people are, are they livable, are they actually unoccupied and vacant? Because at times vacancy stats count rental homes that are just in-between tenants and not actually vacant.

I say:
Any society that has millions of homeless people but has fellow citizens that block and limit the building of homes of all kind for people is a failure

The unoccupied homes stuff is mostly a red herring. They're mostly in places homeless people aren't; they've been abandoned and unoccupied because fewer people want to live in the Rust Belt than they used to.

Millions of condemned homes would be an even more failed economy.

Unoccupied housing doesn't equate to safe, livable housing.

it doesn't equate to affordable housing either.

how many of these empty homes are high-end properties that are just treated as speculative assets by the super rich and foreign investors.

houses are for rich people to park their money in, not for actual people to live in.

No, it's simply cheaper to let old stuff rot.

Why go the cheaper option in a successful economy?

I'd say it's more of a failure of the society not the economy. That's exactly how our economy is supposed to be working. It's just a very exploitive economy chosen by the society.
