Kinda depends on their schedule and how well you know them imo. That's a reasonable rule of thumb for most people i think.

Weekdays - 0900 to 2100
Weekends 1000 to 2200 (unless they have kids) I work the occasional shift, as do some friends, so unless we've got plans and I need to call (e.g. I'm running late or I'm in the top bar), I'll normally message them first saying call me when you can. My rule has always been 10am to 10pm unless you know the person is expecting your call.
