Thinking more Ni No Kuni 2 and Ass Creed 3 than Fallout 4.

Only one I can think of is Skies of Arcadia.

Ass Creed 3 had base building mechanics?

I mean, I guess you talk to people and they show up at your house, but I wouldn't call that a mechanic. And like, I guess they would give you side quests sometimes too?

Do you have any preferences on what the core gameplay of the base game is like? Fallout shelter, factorio, and rimworld all meet the criteria of good base building games but neither of them are a third person action game like the other ones you listed.

I think I like the base building as adjacent to the core gameplay. Ideally something like Ni No Kuni 2.

If you're up for older games, Dark Cloud and Dark Cloud 2. The base building stuff is a core mechanic that's important to progression.

I also thought of Spiritfarer, but that's its own style of chill or more casual game that's not for everyone.

I want to say there was a recent anime style game about a bunch of kids living in a giant moving fortress/tank that had elements along those lines, but can't think of the name.

A number of rogue lites potentially. Rogue Legacy or Loop Hero, for example, have meta progression built around building up your home base.

Dark Cloud was so unique. Go to dungeons, find random ass town pieces, put the town together as you please, but if you put it together correctly, you get rewarded.

Dragon Quest Builders series so far does this nicely.

Dark Cloud, especially 2, as well.

Depending on what you qualify as Base Building, then well (we can say Minecraft and Terraria off the bat but otherwise)...

Grounded. Do you NOT have a fear of spiders? Do you like that old Honey I Shrunk The Kid movie? Its basically that, the game, but unrelated plot and such. You don't really do DEFENSIVE bases necessarily though, and be prepared to actually grind if you want to make something cool, as that seems to be a thing (a few materials, most notably ones used for construction, require semi-realistic gathering).

Total Annihilation. This old RTS is worth noting on account of it being reasonably easy to turtle. In part because its resource sources do not ever dry up. That may be why one of the expansions added extremely expensive rapid-fire and slow to build versions of a cannon with enough range to hit enemy bases. Fun fact in that game, if you want to say FU to accuracy in that game, you can manual aim an artillery building to aim right next to itself to force it to fire with greater elevation than should normally be possible (i.e. the weapon doesn't think it can aim that far normally). Because that game actually gave basic phyics to ballistic shells, this lets you actually shoot artillery buildings well past their supposed max range. Incidentally, this is actually a good anti-turtle trick too.

The Planet Crafter is basically terraforming Mars subnautica but more zen, so yeah. You can build yourself nice bases there. Subnautica is a game you can build bases too to a point.

And I guess I really should just say Terraria a second time. Base building is actually a pretty much mandatory part of the game, and it includes basically everything you want while still being simple to not spend 3+ hours on just to make something that looks decent (well, okay, if you are in creative and are just trying to make an awesome looking building, then you may spend that long, but that's because there are actually a lot of building material options and you will end up going back and forth between this shade and other, and also wondering why you keep forgetting to change difficulty to peaceful because the zombie noises are annoying and also now the house looks different because it is night time and I need to change the bricks again!).

Hadn't thought of RTS. Used to love TA back in the day.

Love Tiberium Sun as well. Playing as NOD and being a turtle like a mad man and using artillery to slow expand my area of control on the map.
