I used to think that, then he grew on me. He was one of the first game villains with a fleshed out sympathetic backstory.

Now I think Kefka is the boring one.

This. People that say he was boring and did nothing don't understand what they were going for with him. Sephiroth is supposed to be an enigma. He's supposed to be part of the mystery that plays into cloud's backstory.
