Jetpacks in Star Wars were established as a thing back when Boba Fett was shown using one in the original trilogy. Mandalorians have jetpacks as part of their standard kit and even Clone Troopers (who predate Boba Fett) were shown using them. I don't think it's too much of a stretch for the First Order to figure "hey, maybe we should outfit our Stormtroopers with jetpacks" Still a very funny and meme-worthy line of dialogue, but in-universe it honestly isn't that outlandish of an idea. I don't think anyone ever took issue with them flying, it was the terrible delivery of the line and the idea that Finn wouldn't already know about them.

It was a line that was delivered in a way that got memed on. No one ever took issue with them having flight packs unless they were just ragging on about hating the sequels and ran out of every other thing they could list. Like, seriously. I don't think I have EVER seen someone complain about the "They Fly Now?" thing even among people who dislike the sequel trilogy. People will rag on about the writers not knowing how combat works before then. Heck, I happen to be one of those, ESPECIALLY when it comes to the Star Fortress run. I stand by that the Star Fortresses are actually pretty awesome just by the fact one of them barely got through despite everyone involved in that combat basically doing EVERY SINGLE THING THEY COULD HAVE DONE WRONG when it comes to using them properly (i.e. knowing how to actually escort things instead of waiting for the bombers to literally start being shot at by enemy fighters to even budge from formation, etc). And a single barely functional one was still able to destroy a dreadnought because, yeah, the first order are also idiots who put their artillery far in front of the rest of their forces too. The writers were so desperate to create a "loose cannon" character that they made one of the most tactically inept battles in sci-fi AND real history to try and sell it. And even then they had a setup where less than a hundred people and their ships went down to destroy a dreadnought, and just pretended this was bad and then tossed the Mega Star Destroyer at the resistance so that they could pretend to be justified about their writing. --- I am the Hunter of Topics. I forgot about the original trilogy changes like Yub Nub and Greedo Shot First. Those aren't as bad as CGI 6 foot 2 Jabba and Jabba's palace singers.

Finn, and many others were kidnapped at a young age to be raised as loyal supersoldiers. Most were probably raised to be ground troops or fighter pilots, and were raised to be molded into the category they got. Jetpack troops were most likely a smaller group of specialists raised differently at a different place, so there was no reason for Finn to even know that they existed. Add to that that he got a commander that was basically Infantry is the best, and we are the best infantry. If we have to work with a different unit, then we are a failure because we couldnt handle it ourself. So instead of learning about different units and how we can learn how to work together with them, we should work harder to be better at what we already can!. Add to that that that mission was his first real combat mission, so he never had a chance to even experience working with anything more than infantry and dropship pilots. --- GameFAQs isn't going to be merged in with GameSpot or any other site. The Republic had a lower cost army than the Empire or First Order. They could kit out their soldiers better. Other jetpack units are typically "elite" soldiers. Elite soldiers cost a LOT of money.
I imagine the First Order inherited a lot of the Empire's financial troubles, having to pay their soldiers and all. And of course their ridiculous projects. When you run half the galaxy, there are a LOT of places to send NOT a lot of elite ground units, especially for an impractical threat like both the Rebellion and Resistance were seen as. Hence, your protags only see common grunts and maybe a few more highly trained and equipped units. Not expecting jetpacks is perfectly reasonable. It doesn't make sense for the characters involved (both seasoned veterans who should know a galaxy spanning organization has men with fucking jetpacks), is poorly delivered, takes away suspense from the moment for a joke, and also is largely targeted via a 4th wall break at the audience (who unlike two veterans, might not be aware a galaxy spanning organization has people with jetpacks, and thus MIGHT be hit by the "upgraded stormtrooper" joke)... but that doesn't hit either unless you lack even two braincells. The scene is a microcosm of Disney's failure with Star Wars honestly. Memeing off the past while simultaneously failing to take into account the universe they are in (or developing that universe in a competent way), all while delivering content that is poorly written and directed. ...
