Yes you heard that right. Because we can't have nice things, everything broke if you asked it to get the binaries it needed from a different folder. So they just put the upgraded binaries in the same folder which meant they had to move the old binaries elsewhere and added a feature to the os that made it so when you tried to access the binaries but you were using a 32 bit app it would quietly point you to a different folder. SysWOW64 is actually short for System Windows 32 on Windows 64 or something like that.
