They can be given a shot detail for a long time. Like transferred to a shit location and given the worst job duty to perform while there. That's a military thing they have other means of punishment. Usually reserved for punishing people they can't really punish by policy like aka retaliation for throwing a superior officer under the bus.

My captain at the prison who was ex army openly admitted to using such tactics in the prison and said she got it from the army.

Made people think I was constantly in trouble with her. Which sometimes I was but the LT. Told me it was mostly because I thrived in the shit spots. And that was true I did my best work being out around the worst inmates. What felt like the punishment to me was being partnered with the fucks ups who where there as punishment.

They dont want to risk them either quitting or just not reenlisting either. It could also affect recruitment also.

Dunno how many were involved in this, maybe a few dozen? But training special forces is expansive, time consuming and a huge resource sink.
