I'm spoiled by the real-time combat of Ys but I've been enjoying the recent Pokemon games where you can approach enemies on a map and then battle.

I feel like most modern JRPG's have moved away from random encounters. Persona, Xenoblade, Ys, Trails, Final Fantasy 12-16, Tales of, Star Ocean, Ni No Kuni, Trials of Mana remake, Like a Dragon, etc., all have enemies on the field that you can avoid

Also older games like the Grandia games and The Last Remnant don't have random encounters either.

Bravely Default series allows you to adjust the encounter rate. You can turn it off completely if you want. Also, what everybody else has said.

I'm in the minority that's not that into them, but both Yakuza: Like a Dragon and Like a Dragon: Infinite Wealth.

also, while I haven't played it, maybe Shin Megami Tensei V.

Chrono Trigger and Chrono Cross both have their battles visible on the map. Hell, in Cross you don't even have to do any non-boss battles if you don't want to.
