Why not use the combined geo political influence western countries have to create a square of, say 100 square kilometres somewhere in the desert, drop all war mongering fractions in there and have a massive fight team deathmatch style? The people that would be in the square clearly used their free will to choose to fight and kill each other. That said, if people are dead set on killing each other, they will find a way. You can make explosives by mixing certain cleaning agents and guns can be 3d printed. If minimizing casualties is the main goal, isolate all the people that want to kill, so the rest is safe from the violence. You could even use Israel's Iron Dome technology to stop missiles , bombs etc from getting out of the arena.
