vivi is the kind oF character who is better left in text. He is really different than most characters and there is no way to really get powerful wizard in the body of a child who is also going to die soon of old age.

maybe the kid who voiced Al from FMA would be best

His VA in Kingdom Hearts two was never in Rugrats. She did however play Ginger from As Told By Ginger which was made by the same people as Rugrats.

Think the majority of FF characters have at least a JP voice now thanks to Opera Omnia.

Yes. It was this random nonsense thing that I have no clue how in the world it came about and only was the very first segment of the game (it ended at the play and skipped quite a bit even then). For some reason it is associated with Uematsu, but for the life of me I cannot figure out why.

There is also a fan dub (no clue if they ever finished it). FFIX has a lot of weird old media, most of which probably is lost to time.
