The reason is "publishers are afraid games stored for preservation would be used recreationally." Not even talking about personal emulation uses but aiming to try to have video game libraries for public access, for games that are no longer distributed. Publishers don't want that because they're like "but...what will happen if we want to re-release these games at full price?"
