I already have three reptiles. Id kill to have a winged, fire breathing lizard. In the books Harrys Horntail just curls up at night and snoozes. I cant remember what happened to it.

But still, what magic would make them pocket sized? Do they use a shrinking charm on the eggs?

No that was Harry's he gave it to them along with the tri wizard tournament prize money.

I could be wrong, but I think they were just animated models, and not real dragons, but I could be wrong obviously.
