The thing is though, based on the characters they did use, there really isn't an obvious gap where they would have wanted specific characters they were unable to use. Especially when you consider there's about a dozen support characters they don't use as primary characters. But which would have left them with about 20 possible characters they could have used, which is more than enough for a fighting game. So MvC itself proves they could easily have made a pure Marvel game if they'd wanted to, regardless of whether or not there were rights issues with any given specific character.

Plus, since the first MvC game evolved out of previous X-Men Vs Street Fighter games, it kind of indicates that the crossover aspect was inherently part of the deal from the start.

It doesn't really make sense. MvC is fundamentally a Street Fighter style fighting game developed by Capcom. What would it even have been with zero Capcom involvement?

Why would i believe they didn't have enough marvel characters when there was an all marvel fighter?

Most people have no idea who that is, and would care even less if they did.

In spite of the MCU leaning heavily into a hybrid of mainline and Ultimate universe continuity and character designs/concepts, most people still tend to have no idea about or dislike most Ultimate Marvel concepts and versions of characters.

Miles Morales is about the only Ultimate character who kind of transcended the branding.

No because it's blatantly false to anyone who knows anything about Capcom. The first MvC was pretty much a cash grab re-using sprites from a bunch of Capcom fighting games. (And Capcom had already released Marvel-only fighting games.)

At one point or another they had the X-Men, Avengers, Spider-Man, Punisher ect

Then MvC2 happened with 25 or so Marvel characters available, which was easily more than the roster for MvC1 and had no issue securing them

IIRC, the only issue they had with MvC1 was using Iron Man because the character was in another game (Iron Man x ManOWar) on the Playstation (edit - wow, it was on several consoles, including the Game Gear lol) that's why War Machine was added.
