Executive orders can be undone by another executive order, so this is nothing new. The difference is that Trump is a petty and vindictive fuckwad, so he's going to go out of his way to sign as many EOs to undo anything previously done by Biden out of spite or anything to target groups he doesn't like.

Yeah why wouldn't it be? An Executive Order is basically like the boss of a company saying "This is our policy now". But it only applies to the federal government and specifically federal executive agencies. So an EO can't dictate how the Supreme Court or Congress do things.

This, executive orders should basically be treated as a temporary "patch" and Congress should be expected to legislate the more permanent "fix". You cannot rely on executive orders long term because of exactly this situation.
