Yes, and I have in the past. They're not entirely about the Civil War, but it's included as part of the game in Victoria II and III. Never played I, but it's probably there too.

I played Ultimate General Gettysburg/Civil War, they were pretty alright. I played a lot of Mount and Blade multiplayer mods that were either Civil War or Civil War adjacent, and they were pretty fun despite the focus on a limited variety of ranged weapons. Never ended up playing any of those modern multiplayer Civil War Warband-likes but they looked decent.

Fall of the Samurai starts during the US Civil War. I was so sure that expansion was going to be a test for an Empire 2: Victoria or at least a Civil War game. People always say "oh, but there's only two sides and not enough unit variety" but you could say the same about Shogun. Just let players do some goofy shit like a Texas Independence run. I doubt Creative Assembly would be able to pull it off now, though, and they would leave out naval combat if they did.
