i5 4670k
16 GB DDR Ram (4x4GB) 800mhz
1070 GTX 8GB
Z87 Extreme 3 Motherboard
1TB SSD with a few old HDD in it for storage

Is it time?
I don't really game on my PC much anymore, but I do use it all the time.
It technically works fine, but it seems too old to just upgrade individual parts anymore, and I feel with tariffs, if I wait longer it will just cost me way more in the future.

You can still get a lot of mileage out of it if you use it for emulation, and switch to Linux down the line. Something on-par with current consoles but targeting 1080p/60FPS wouldn't be too expensive, all things considered. If you want a modern setup that's fit for 1440p/4K at higher frame rates, it's gonna be expensive as fuck.

I am looking at a moderate upgrade, just to a 4060 and 32GB or better Ram.

Only games I would probably play anymore is whatever they hand out for free on Epic.
I have a 1440p 144z monitor but as long as stuff plays 1080 60 I am usually happy.

What GPU you looking at? These days I would avoid anything that has anything less than 10GB of VRAM. Even at 1080P games are starting to show issues with 8GB.

I would suggest the 5070 Ti over the 4060 because game devs are getting lazy and 8->16 GB of VRAM can make a ton of difference and should keep you good for like 5 years. But that is like $800 for a GPU

I'm also an AMD fanboy now for CPUs so if I were building a mid-range ($1500-$2000 range) I'd go for the AMD Ryzen 7 9800X3D. And 32 GB of RAM is like $120 at least for now

Could go AMD for the GPU to get decent VRAM without breaking the bank. Something like an RX 6800, or an 6700XT if he wants to save a little more.

A Ryzen 5600 or Intel I5-12400F can still handle 1080p/60 for modern games, even 120 in some instances, but that's pushing or approaching their limits. Those cost at minimum $110-125 with the next tiers up being at most a $30 difference. Go as high as you're willing to pay.
32 GBs of RAM is cheap enough to be a "why not" kind of upgrade. DDR4/DDR5 depends on what CPU and MOBO you get with DDR5 costly roughly 1.5 to 2 times as much.
For the GPU, AMD or Nvidia is up to you. Just know that anything with 8 GBs of VRAM is increasingly becoming a bottleneck.

Edit: It might also be worth looking at replacing your PSU if it's over 5 years old or less than 650w.

Depending on what your looking for, the Intel Arc GPUs might be something to look into. Don't know if they have gotten released yet or not. As for overall cost, when it comes to building computers your looking at at least 1200 for a reasonable computer, but with tariffs that could increase to 1500. I know I'm going to get some flack for this, but look into prebuilts as well. My last computer had decent parts and was a prebuilt but had awful cooling. But I got it at a major discount, so I just swapped out the case and cpu cooler for better parts. If you wait a couple months around July/August companies start to put together Back to School deals to give fairly decent deals. No guarantee that will help with the tariffs.

I built mine Christmas of 2022, it cost me around 3K Canadian, but keep in mind I went with 32 gigs of DDR5 Memory, a Radeon 7800 XT graphics card, and Lian Li case, which right now is my favourite case of any case manufacturer just because they make quality cases that are easy to put computer parts together.

They have and are actually pretty decent. There's still some funkiness with drivers in both old and newer titles but the bigger problem is that they were supposed to be a cheaper alternative but after launch ended up around the same price.
