The gymnastics level of reasoning you are giving to claim the Flash literally shooting electricity beams at people, on top of all of the electricity themed things surrounding flash including but limited to even his origin story and even his costume. That "isnt electric based", but "Storm is electricity based." This essentially boils down to you claiming (on the the electricity part) the Flash doesnt count, just because.

I gotta say, chefs kiss on the Olympic level double standards there.

Dude that's not lightning that acts as regular electricity, that's speed force shit. The Flash is associated with lightning because it's used to represent the speed force. When the Flash does lightning stuff that's representative of the speed force, which is essentially the explanation for Al the physics breaking things that the Flash does.

I did later remember Cyborg, Luke Cage and Brother Voodoo.

The armour thing is painfully absurd. Mostly because most armour wearers don't directly use electricity, they use some super-science power source that can't be replicated. When's the last time you saw a power armour guy pull up to an outlet and plug in? Some of them can adapt electricity if they get hit by it, but that's not the primary power source.

When I think of Storm I think of... Storms. Wind, rain, yes also lightning. The lightning is, ahem, flashy, so of course it's going to make covers and splash pages. Selection bias for the 'cool' shot is going to warp the perception of how much she uses lightning over her other powers. When I think of iconic Storm images, I think of things like:
