It is a town of under 1,000 people out in the middle of cornfields and cow pastures in a heavy farming state. We basically don't need a cop and he is only there to patrol the highway and produce revenue for the city. He will occasionally assist on a medical call for an elderly person. We have a volunteer fire department that is just regular citizens too.
