At one point, the FBI was recommending people use ad-blocking to cut down on the spread of malware. Many ads are not made in good faith, and it's hard to take seriously the idea that it is stealing to refuse to look at something that advertisers want you to look at. Is it piracy to get up and do something else while commercials play on TV? The only area where this might make sense is by-passing paywalls.
