"Scenery" wasn't exactly a huge selling point on the first two gens of Pokemon, and Surf is one of the best water moves in the game, so there's not really a drawback to keeping a Pokemon with it in your party. --- Kill 1 man: You are a murderer. It's that the entire climactic act is centered on a huge expanse of open water with its own entire sub-map and no real way to ease navigation. So you're supposed to be confronting the main threat but instead, you're kinda aimlessly wandering this big, samey open space with random encounters.
