If they don't spend money, people will demand to know why they collect it.

So they replace the same highway four times every year because every old fart in the world can only think of roads when you ask them what taxes pay for.

There's usually some context behind this that makes it make sense.

Especially when it comes to bridges.

  1. Build a new bridge
  2. Close road connect road to New bridge
  3. Open road
  4. Destroy old bridge, build a newer bridge where the old one was.
  5. Close road, connect newer bridge
  6. Open road, destroy new bridge. Newer bridge is now where old bridge used to be.

Mmmm...the example I'm thinking of was an intersection that was closed for months, reopened, and is now closed again and there's a giant hole in the road so it looks like they're just undoing the work they already did (actually, I have a strange example of that too in mind my route to work had speed humps and a speed limit reduction instated but then maybe...two months later they ended up walking both of them back so it's like it never happened).

EDIT: Here's the news story on the speed humps. They don't mention that they also lowered the speed to 30 MPH when they installed them from 35 then undid it at the same time as the speed hump removal.

The dumbest road construction I have seen was here on Highway 50 in Sacramento. Normally have the on ramps closed at night, this one night they didn't close the on ramp so I took it. I get on and see they closed the highway at the very next off ramp. It was so pointless and a waste of time. I should have taken my usual detour.
