If youre on normal dont worry, it gets easy after like level 10. If memory serves you can explore the area around the start for some good loot. Theres an incomplete power armor eastward near a downed helicopter, and fusion cores near a garbage dump-if you use the nearby computer to blow up the robot. Theres also a Fatman and mini nukes there. I only remember that much, but there are YouTube videos that go into more detail.
If you want an exp exploit, break down everything in Sanctuary and spam build to level up. Apparently shelves are best for this.
