There really aren't that many of them and they barely do anything when they do show up.

OG Mr. X shows up about 5 times total for a single screen each before you fight him, and he's a joke every time. Eat a single punch and run past him.

OG Nemesis is the major exception and he rocks, I will not hear Nemmy slander.

Ustanak only shows up in scripted sequences and bosses and it's not like he's interrupting anything.

Jack shows up twice and patrols less than 5 rooms for about 10 minutes before you move onto the next objective. Marguerite is similarly anemic.

Remake Mr. X only shows up once you're almost done with the police station and there is always a second path to avoid him. The only time you seriously have to deal with him is in the library. He's there nearly the whole time on a second run, but again, you can just take another path.

Remake Nemesis has, what, 2 unscripted segments? They also barely last any time at all.

Lady Dimitrescu does patrol for around 20 minutes, but I only encountered her twice and she wasn't a big deal either time.

Honestly it kind of is. The only part of it that's really essential is Aokiji's ambush at the end, the rest of it is just kind of nonsense with no lasting repercussions.

That's not to say it isn't fun nonsense but it is absolutely the closest thing One Piece has to a filler arc and I wouldn't be surprised if the live action skips over it entirely when they reach season 6 or whatever.

It is not filler. Filler is non-canon material that anime adds to the original manga in order to stall and allow it to get ahead. It is in the original manga and therefore not filler.

If you like Zero Escape or any number of other mystery thriller visual novels, I can't recommend it enough. It is, without qualification, the single most batshit insane mystery I have ever read. Nothing else compares to it. You have to deal with some rather dense and hard to read prose, but I've never seen a game make people go as insane trying to explain the things that are happening in front of them.
