I do think that the salary cap is a bigger issue. It should either be a hard cap or no cap. Soft cap is garbage. On the pause screen, you can simulate time elapsing, and if you follow a character, you will always have a record of where X character is at Y time as long as you watched them at said time. Maybe that's confusing, so let me use a fictitious example. Let's say Trinity was in a storage room from 1 PM through 3 PM. If you stand outside of the room, spying on it for the full two hours, you can see on the pause screen her face in said room for the full two hours. If you only watched from 2 PM to 3 PM. You will not have any record of where she was from 1 to 2, but you will see her face in that room from the hours of 2 to 3 PM. That will stay on record throughout the entire game. The game really demands reconnaissance and espionage.
