Ostensibly it was to crack down on piracy given the proprietary writable format and to clear store shelves for incoming N64 games while still selling SFC games. The two of them could have made the city/world amazing from both ends, but Lex is just so caught up with being "the one" to save the world that it leads to him being a shit.
