I don't know of any football RPGs but the soccer game Football Manager is kind of rpg esque in a way but there is no real story outside of what you choose to do. And you are the manager and not an individual player, but player progression feels kind of rpg esque without the visible EXP like random battles.

While Kuja does basically nothing all game, he does become a very nice penultimate boss; He does something that I really like in games that typically only Bowser does and that's use one of your own unique powers against you. (Trance in this case)
