Not really. Unless you're only playing one hand or some other foolishness no decent poker player does. A decent poker player knows how probable each hand is given the cards he has and how likely each of those is to beat everyone else.

There's no blue shell card in the deck that when played, affects the player with the most money, throws all his money in the pot and kicks them him of the casino.

You can still get into a situation where you're playing like you should, then come the river, and you're boned. As for not just one hand, in would say that applies to RPGs, as well. Anyone can get lucky, but those who are skilled will win on a more consistent basis.

poker is literally a "game of chance" for that very reason. It's part of an entire category of game defined fundamentally by the random aspects. That isn't quite the same as RNG.
