Obviously he's not actually going to admit to making a race joke after being fired over what was perceived as being one, so we really have no idea of knowing what his intentions were. If he did mean it that way, firing him is fair game, because starting the position with a joke that's racist against 95% of the force is pretty blatantly unprofessional. If he didn't, less so. Again, though, it's hard to tell, and I can't really fault them for erring on the side of caution.
