I'm playing on max with a rig that's a bit well under the recommended settings; with the exception of keeping Fog on medium.
Long story short, yes there are some FPS issues. However, they aren't quite as bad as people are exaggerating. One thing to note about the FPS is that it's all on-screen lag. Input-wise, the game played perfectly fine.
I did have a few other minor issues. The first was more egregious and almost wasn't "minor". When I first launched the game, I had an issue where the game would keep minimizing. However, it stopped after about the first 5 mins. By the time I got to the actual gameplay segments, it was done. And when I closed and relaunched the game to up the graphics settings, it wasn't doing it then either. It seemed to be a one and done deal.
The other is a crash. I got a "Dynasty Warriors 9 has stopped working" error message that happened when I already exited the game lol
Also, the recording footage is a bit blurry, but I can verify that the game, in actuality, is pretty crisp.
Finally, I'm fucking around a bit and I haven't quite gotten to the point where everything feels intuitive. I'm getting there, though. So expect some wonky play in the video.
