Many will never see combat Doesn't really matter, does it? Even if you're working on a coast guard ship, having greater muscle mass makes you more physically able to do tasks. Improved muscle mass is pretty much always a benefit. And, while not all military roles see active combat, having more muscular guards and reserves is a net benefit.
