Since it's not your cat, it just seems like your roommate seems like the person who just has a cat to have a cat. Cats are relatively low maintenance, but they still need to be taking care of with grooming and attention. Even shorthairs will shed and get every where if you aren't grooming it.

Kinda bullshit you have to deal with that, but if it's a single cat(and honestly it should get spayed) it's going to want to get socialization from humans because it won't be able to get it from another cat, which is why you have to deal with constant meowing, in heat or not.

Just try to show it some love when you can.
My roommate says she is coming to my door because I bought her those canned treats and the combination of the heat. So I was like, " let me give her some space."
Also, her not being spayed backfired on my roommate as the cat moaning is so loud, roaming cats hear her outside and started to hang around the front porch and marking their territory on his door. He says he wants to poison the cat. But I know he won't because deep down he loves animal.

One of those stick toys and 10 mins a day would make a world of difference
