The reason Goku was a special circumstance is because so much of his power in the first half of Z came from the Kaioken. Without it, he was strong, but not ridiculous. Without knowing how to do Kaioken, Goku's body wasn't all that special. It's more or less that being able to control your power level is a legendary trait. Most are just always at full power all the time.
