He knows whether or not there were weather conditions that could have caused the driver to lose control, as well as whether or not it's an area with a significant risk of deer crossings or other scenarios that could cause swerving. Those are the main legitimate reasons for somebody to end up in the ditch. There's the possibility of a heart attack/stroke/seizure at the wheel, but that's significantly less likely than that somebody who wanted to buy an expensive zoomy car got the zoomies and reckless driving'd themselves off the road. ...
