I mean, there are science fiction stories with those, usually though in those stories the government can just override your guns AI and prevent it from being used against whatever they want (like the stories where every car has a kill switch the police can activate).

Theoretically speaking though, if AI has become advanced enough to identify targets to the extent you are allowing the AI to make life and death decisions on your behalf, you might as well just let the AI do the shooting for you.
Yup this AI sounds crazy.
Also it'll come back to that part about how guns are useless because they are used for shooting people and your not allowed to do that.

If we're changing constitutions let's start with how the president is an above the law dictator. That should probably get buttoned up a little better.
