Charizard and Blastoise aren't rivals (being on the covers of the cartridges doesn't count). Zangoose/Seviper and Heatmor/Durant are canonically rivals.

I still think that Groudon/Kyogre has decent potential though. Virtually the only legendary rivalry ingame IIRC, and the only one supplemented not only by a good (but short) anime arc, but also one of the best ingame cutscenes period.

Does Pikachu/Meowth count, or is that anime only?
