A Secret Moor is essentially an open field. There is nowhere to run or hide. I essentially hold the only means of defense. Conjure Fortification allows me to create walls to block attacks. Accuracy Control allows me to cause my opponent's attacks to miss. Since the field starts empty, I can't use my normal defensive strategy. Instead I'll dash at Maniac64 and rely on Accuracy Control to keep me safe from his attacks. At close range, Transform Air is useless because with reduced accuracy Maniac64 kill likely kill himself if he changes the air into lava. In a pinch, I can use Accuracy Control and Snakes' Hole of Force to force the air out of a small area. The one place where Transform Air won't work is a vacuum. Crystal Bolts is useless in the face of Accuracy Control. I can win by spamming Cold Beam with Accuracy Control. Since he can't block or avoid them, he'll freeze to death eventually. If the Haunters try to get in my way, I'll Cold Beam them as well.

anyway, Team Rocket Elite Has this simply because he can control the accuracy of Maniac's attacks and has solid offense with Cold Beam. And Transform Air does not seem like an attack that will help Maniac out given that both need the air to breath.
