Silver Surfer is a character from Marvel Comics. He is a herald of the cosmic entity Galactus, and has been granted some of the powerful beings Power Cosmic, which grants the Surfer a bunch of stuff He has the classics: superhuman strength, stamina, senses and all of that jazz. He is capable of exceeding the speed of light when he is on his board. He can create shields, fire energy bolts of the power cosmic which are massive in their destructive power. The Power Cosmic also grants the Surfer a number of abilities including transmutation, creating portals, alter the size of himself or others, phase through matter, healing, analyze matter at a subatomic level, and manipulate it at that level too. Now if he just remembers he can do that hell be fine!
Lord Foul the Despiser is the primary antagonist of The Chronicles of Thomas Covenant. An ancient and seemingly immortal being, he traveled the universe planting evil powers said to be capable of tearing planets apart so that later beings would find them and destroy themselves until the Creator was able to defeat him, and establish the Arch of Time to seal him away in The Land, a single continent. Foul possesses incredibly powerful magical abilities, enough that at full power, direct combat against him would likely cause enough damage to destroy the world. In addition to using his powers for direct destructive means, Foul and those he empowers have used a variety of indirect abilities including manipulating the weather, resurrecting shades of the dead, and summoning creatures that induce extreme fear in all who witness them, though these abilities generally require time to use.
Foul has an inherent power over the undead, able to perfectly enslave any who violate the Law of Death. In addition, his nature as equal and opposite to the Creator means that he cannot be defeated by any power not guided by free will, and attempts to carry artifacts containing mere fractions of his power inevitably corrupt the bearers into serving his will. Though he is apparently immortal, sufficient force directed against him or he himself utilizing all the power at his disposal can nonetheless leave him powerless for many centuries at a time.

A guy with way more power whose abilities are all about analyzing and understanding energy and matter without actually directly absorbing them is pretty much a perfect match. A Power Cosmic user is the best thing you could ask for in terms of seeing how to *not* get caught up in any of Foul's "do this and I corrupt you" tricks.

well surfer's been hit with some weird ass stuff! though granted he's usually trying to save somebody. or make a point. one of those 'i am the silver surfer, you ain't s-- why did i just turn human/why am i with an enslavement chip in me/why did i just get my powers drained/why am i losing to a hammerlock.'

It's more that he doesn't mind temporarily losing if it works in the long run. He's the guy I originally thought would be a funny "Wrestlemania Undertaker" opponent because he absolutely would realize that deliberately losing in a Montreal Screwjob-esque finish would do way more to taint the streak and hurt 'Takers fans than actually winning would, and would endeavor to make it happen. And also that he doesn't get personally involved until the end of each story arc, which is also the part where things can never be 100% rigged in his favour.

Surfer. As noted, he's kind of a hard counter to Foul, since he can analyze everything he does indirectly
He also really only seems to job to people *far* below his level. Put him up against someone relatively equal (Mephisto out of his realm, Green Lantern, though I guess that wasn't technically canon) and he does just fine
