They can control the air, so they can create vacuums so the Waterbenders can't pull water from the air. They can also make bubbles to breathe and propel themselves underwater. The first two episodes also go to great pains to emphasize the fact that Tenzin has mastered those subtler aspects. Meanwhile, we have pretty much no idea about his actual physical bending prowess, which I guarantee was a conscious decision on the part of the writers. He was already teaching Korra, along with his daughters, in the ways of airbending with hardly any use of the art himself, so why do you consider it so impossible without any use at all? As for the public component of it, that doesn't seem like a big deal to me either. They live in peace time.
