The officer, who has not been identified, approached and saw that the naked man was actually chewing the other man’s head, according to witnesses. The officer ordered the naked man to back away, and when he continued the assault, the officer shot him. The attacker continued to eat the man, despite being shot, forcing the officer to continue firing. Witnesses said they heard at least a half dozen shots.

Class 1

This is a low-level outbreak., usually in a Third World country or First World rural area. The number of zombies in this class of outbreak ranges between one and twenty. Total human casualties (including those infected) range from one to fifty. THe total duration, from the first case to the last (known), will range between twenty four hours and fourteen days. The infested area will be small, no larger than a twenty-mile radius. In many cases, natural boundaries will determine its limits. Response will be light, either exclusively civillian or with some additional help from local law enforcement. Media coverage will be light, if present at all. If the media is present, look for common stories like homicides or "accidents". This is the most common type of outbreak and also the easiest to go unnoticed.

I'm wondering how 20 zombies can kill 50 people. Even removing the casualties due to being infected, that's still 20 zombies killing 30 people.

That's easy.

You have 20 zombies, 30 people. each zombie gets one kill. You now have an excess of 10. But wait, 10 of the people killed come back as zombies and now kill 10 more people.
