need to talk with my coadmin/10. Leaning very slightly yes because it's a small but useful benny but could be swayed otherwise by the fact upkeep technically doesn't exist, we just simulate it when needed.

2. do bison dollars still work (just nobody can counterbid)

For tempbuys yes, as does Zero's maverick hunter (and you CAN counterbid, it will just kill the bison dollars bid if you win instead of giving you a merc). NOT for permanent buys, that's only for merc makers like WIly.

3. can dark samus use the prime when she wasn't rostered? wasn't rosterable? (I feel like I should probably know this one, but I don't)

Unclear, but leaning towards not requiring her to be rostered (it just says 'after a loss', not 'if Damus loses a match' like it happens with Bayonetta). If I thought this was worth fixing I would errata to specify that she must be rostered. Would not be surprised if there was an M4 ruling/precedent on this tho.

This was answered as such because Jeigan was net neutral in M4 - he was a 2/week PS whose upkeep was bumped to 3/week so jeiganing an unit didn't grant extra money. Mantis is a 'true' upkeep reduction in every sense, so there's something of a difference - one would be an unintended consequence of the draft format, the other one would be a planned decision done via upgrade, and more than that the consequence of a temporary ability (so the same mechanics as Wario's Greed is Good would apply there, but in reverse). That said, it's kind of a grey area and it's why my lean is very slight instead of definitive.

This is why I wanted to wait and consult since it's a change with a lot of ripple effects. It's kind of messy because there's no way to really distinguish cases here except maybe separate passives and actives (so Fox's passive wouldn't grant monies but his prebattle would, for instance). I need to think on this one.

also, if I were IGCD (I know everyone hates these "if I were IGCD" arguments because it's exactly what IGCD would say, but TOO BAD), and I was convinced that I wasn't going to win the game regardless of what I did, I'd probably prioritize these two upgrades

- Kerrigan's "I am the Swarm" - at 25 exp, this may be too expensive to be legitimately worth it, but I want an ultralisk. ultralisks are the best.
- X-Death's peacetime ability - because, if I can't win, the next best thing is to ruin the day of a bunch of people in my pool

X-Death is only 10 so I'd probably pick that up right now and then start working on swarm

Kain's Scion of Balance is being remade to have better wording. The current one is, at the same time, very vague and inconsistent in places, uses muddy but nonetheless strong wording, and allows for silly results (such as postrosters abilities taking effect multiple times if an illegal roster is sent in, amplifying the value of things such as postrosters KOs). We want there to be no room for misinterpretations going forward nor funny business, and since it's currently simply not up to the standards of a good build, even if we have already ruled on it, we've taken the opportunity to fix it more definitively by giving it firmer, clearer, better language. Thus, the new rules text will be as follows:

Scion of Balance (Start of Battle) - Kain hasn't always been the most dutiful Scion of Balance, but he can decide to bring some balance to mercs once every 6 weeks. In this match, the upkeep of the two teams must be equal (or as close as possible). When using this ability, you will choose a number for the two teams to adhere to, within a range as determined by the week's tier:

Low: 1-15
Mid: 4-20
High: 6-30

After this ability is declared, paid down mercs will become immediately unrosterable. If a roster is sent that is not the closest possible upkeep or contains any sort of illegal mercenaries (including paid down mercs), the new roster rules ensure balance is upheld: the illegal roster will be replaced with a random roster that most closely fits the stipulations set by this ability after rosters are revealed, with any abilities used by replaced mercs (with the exception of those that resolved within Peacetime) being cancelled and going on a one week recharge. Any abilities with post-rosters resolution will only be rolled against the replacement roster, should an illegal roster be sent.

If this doesn't jive with what you bought Kain for (which I know is a possibility), or you feel the removal of the silly postrosters multitap interaction weakens Kain too much, you may immediately redraft him (taking one of your redraft picks as usual). Being (effectively) a sort of Protester Power plus a way to shorten your cooldowns if you've gotten shellacked, Scion of Balance retains loads of power in this form, but now it's not an interp nightmare. Your choice whether to keep him or throw him away. Its ability upgrade remains the same, of course.

(Fun fact: we also have a long ruling for Kain, explaining how the 'random roster' is selected in case admins aren't around to roll it, since it's not a straight up random. This doesn't affect functionality in the slightest, but it's something we found funny because it's easily the longest one so far due to requiring multiple examples to make the explanation clearer.)
