Given that they employ climate scientists and the fact that climate is defined as the weather conditions prevailing in an area in general or over a long period. I'd say that they're quite qualified to offer comment on the matter, with plenty of data.

So weather is not climate, except for when it suits your argument?

Weather is not climate. Weather is a marker in time. What temperature, precipitation, and other things are at any given moment. The weather records are brief snapshots for conditions on one small time scale.

But climate is the aggregate of weather over a long period of time. It includes the patterns observed in the weather in a location, averages, deviations, changes in patterns. Weather can't account for these things as it does not take anything into account on a long time frame. It's still a part of climate but climate is not weather. It's not a terribly difficult concept.
