Anyone following what McCain and Graham are saying? They're only going to vote for skinny repeal if the House vows not to rubber stamp it, and Paul Ryan is supposedly saying they will behind the scenes but the House is publically saying they can't give this reassurance until they see the bill.

The thing is, no one wants to be the one that kills the GOP's vow to repeal Obamacare. It's way more likely the final vote ends up being more like 42-58 than 49-51, because that way the dissenters can all say to the conservatives in their state "well it wasn't MY fault, there were all those other senators lining up to kill the bill and my vote wouldn't have mattered anyway".

Well, yeah, the Senate can't possibly win this and it will ultimately be their fault no matter how this goes down.

But the only way this makes anything approaching sense to me is if the Senate's thinking is, "okay we'll pass skinny repeal, get a conference and then when whatever comes out of conference fails we'll say hey we passed a vote in the senate and it was all good until the house changed things and ruined it!"

remember when the house passed the ahca saying "don't worry the senate will fix it"

feels like it was years ago

If there was any justice or sanity left in the world, the Senate would vote this down and just admit defeat.

The fundamental problem, of course, is that the ACA is already as far to the right as a reasonably sustainable national healthcare plan can be. You can't make it more market-based without destroying the basic mechanisms that make it work. The only way to improve on it (i.e. deliver better care to more people at lower prices) is to move it to the left, more towards a single-payer system. That, of course, is anathema to any proper big government-hating Republican. So the GOP is stuck in this weird place where they made promises to repeal the ACA, but all the possible replacements either deliver worse coverage or involve raising taxes and government expenditures.

I think a lot of Senate Republicans have resigned themselves to the fact that whatever they pass is going to hurt people and make health care in the U.S. markedly worse, now they're just looking for the plan that will hurt their re-election chances the least.
