Shouting fire in a crowded theater when there is no fire, leaking sensitive information when you're sworn to protect it, giving an unlawful order, etc. all are and should be illegal.

You should. Freedom of speech is so vague, that we have to impose specific laws and rules to control how much of free speech is allowed.
