Depends on how you define meat really

Meat is animal flesh that is eaten as food
Most often, meat refers to skeletal muscle and associated fat and other tissues, but it may also describe other edible tissues such as offal
Both of these definitions don't include eggs but then US Department of Agriculture includes eggs as meat cause of protein content

Um everything that has carbs essentially turns into sugar (because carbs is sugar)

So no carbs, but even then there are systems in place to turn some of protein and fat into sugar, you liver even does that to your own muscles and fat if you don't get enough sugar.

what you want is food that satiates without containing as many calories

and the answer there is a mix of lean proteins (turkey/chicken/fish), fats (eggs, oils, etc), and vegetables.

chicken with broccoli seared in olive oil with oregano is an easy, reasonably tasty dish that is moderate calorie and high satiety.

Your body breaks down everything you eat into sugar. When you're cutting sweet things from your diet, it's because your body breaks down and metabolizes a lot of that too quickly and you get hungry sooner than you would if you'd eaten something more complex that takes more time to digest.

if you're worried about sugar

eat whole wheat bread, oats and brown rice instead of white bread or white rice
eat fruits instead of other sugary food

you don't need to cut out carbs or sugar, just eat it with something packed full of nutrients and fibre
