Silent Hill 2 will always be the scariest game to me. The sense of overwhelming dread and depression is unlike anything I've experienced in media.

I'm gonna go with Silent Hill 1. I don't think anything in any media has scared me more than Otherworld Midwich Elementary School. The atmosphere was a true work of art that was dreadful, suffocating, and made you feel like you were in the deepest darkest part of hell. Just amazing.

Silent Hill 1 > P.T > Silent Hill 2

As far as scariest games are concerned.
