my dog would go apeshit and destroy shit if I put a VR headset on her. she acted like she wanted to attack my game console just cause I used the controller to remotely open the disc tray once. (she's since gotten used to it)

As far as i remember the avatars were made using the controllers dna, which is why the main character was who he was. The avatar he controls was originally his brother's and he had enough matching dna to take over.

Short answer, no an animal could not not control any avatar. Yes, they could if one was created from their dna.
