Probably someone he knows IRL told him that. Anyways, yea no. It's entirely fine to tell a girl to calm down; though it obviously depends on the situation. If, say, she's being mauled by a bear telling her to calm down isn't gonna help the situation much.

She was stressing with a college class and i said
"Calm down stresserella"
She just laughed at what i said, cause it did help her calm down a bit.

I could maybe see it being construed as acting like women are overly emotional and being dismissive, rather than properly considering whatever's got her upset and whether or not her anxiety is legitimate, but that's a pretty big stretch from simply saying "calm down." I also don't think I've ever heard that said before, so I don't know where you're getting that. The closest I can think of is not telling people that are having a panic attack to calm down, which is legitimate advice (it accomplishes nothing, and in many cases actually makes the anxiety worse), but that's not gendered.
