This is because the attack IV helped determine gender in that gen. If the attack IV was 16 or lower the Pokemon was female. If higher Male. Sexist? You decide.

Another tidbit about this: since whether a Pokemon in 2nd gen was shiny or not was also tied to IV's, there were actually some Pokemon (those with a 7-1 gender ratio, such as the starters) that were impossible to acquire as both female and shiny. Actually, just 10 for 3 DVs. (One DV serves both Special stats btw)
Attack was allowed 8 possible values, and HP was determined through all 4. Which iirc made it low since 3 stats already were even. So yeah, above average, but 15 wasn't always a value. --- Maybe I'll put something here one day. ... Copied to Clipboard!
