This is because the attack IV helped determine gender in that gen. If the attack IV was 16 or lower the Pokemon was female. If higher Male. Sexist? You decide.

I knew it too. Seems more like a bad design choice rather than being sexist, since gen 1/2 were filled with bad programming and design choices.

Another tidbit about this: since whether a Pokemon in 2nd gen was shiny or not was also tied to IV's, there were actually some Pokemon (those with a 7-1 gender ratio, such as the starters) that were impossible to acquire as both female and shiny. The highest Attack IV a female Pokmon with a gender ratio of 7-1 can have is 1, while the lowest Attack IV a Shiny Pokmon can have is 2.

Duncan, the threshold isn't actually 16 (8 in the DV system). It actually varies depending on the species:

Gen 2 shinies were actually above average. all IVs 10/15 (on a scale of 0-15)

Actually, just 10 for 3 DVs. (One DV serves both Special stats btw)

Attack was allowed 8 possible values, and HP was determined through all 4. Which iirc made it low since 3 stats already were even.

So yeah, above average, but 15 wasn't always a value.
