if i drag something to a folder it gives me this symbol as a cursor. Its definitely not set as read only because it doesn't have this issue on windows

It's probably formatted for NTFS. NTFS is generally read-only on non-Windows OSes.

so just shrink the volume in windows by how much i want and format that as a mac partition? Will windows refuse to view that partition then?

Format the partition as exFAT; both sides can see it. Just don't put any Photos or iMovie Library files on it.

As long as they're not library files for iPhoto, Photos, iMovie or Final Cut Pro, you're fine. Format it for exFAT.

exFat has some issues due to it being proprietary. I think it's mainly an issue for Linux though.
