That would of probably brought the red ribbon army under his control, assuming the wish made everyone compelled to follow Pilaf. The saiyans would of never known about the dragon balls and had no incentive to come to earth. And the Frieza empire will just keep expanding, but more importantly Frieza will attain immortality and then I guess everyone is fucked? But then Babidi coming along is a constant, and if he still manages to summon Buu then that eventually means Buu vs Frieza. Frieza by this point will probably still be at his same power level and he and his eternal life will be absorbed, which will be of questionable aid to Buu's healing abilities. Freeza might not even learn about the dragon balls since he learned about them by eavesdropping on Vegeta and Nappa. Boo isnt revived because nowhere near enough power exists on Earth to revive him.
